First rental index update of 2015: Dubai housing rents up 6-25%


Two-bed units in Remraam register highest increase; JLT, Palm Jumeirah remain stable

Rents across some of Dubai’s master communities have risen by 6 to 25 per cent in the first rent index update of 2015 compared to the final rent index of 2014, a comparison done by Emirates 24|7 reveals.

Lease rates for apartments in International City, Dubai Silicon Oasis and Discovery Gardens have jumped by 9 to 18 per cent as per the first 2015 rent index compared to the last update of 2014.

The highest increase has been recorded in Remraam, where two-bed units have seen a rise of 13.13 per cent to 25 per cent.

The rent index is updated by the Real Estate Regulatory Agency (Rera), the regulatory arm of Dubai Land Department, every four months.

Rents for studio apartments in International City, the cheapest among major communities, are up by 14.28 per cent on the high band. Rates start at Dh30,000 to Dh40,000 per annum as against Dh30,000 to Dh35,000 pa in 2014’s final rent index.

Leases for studio units in Dubai Silicon Oasis and Discovery Gardens have both registered an increase of 12.5 per cent and are currently between Dh35,000 and Dh45,000 pa and Dh45,000 to Dh55,000 pa, respectively.

Downtown Dubai remains the most expensive community to rent a studio apartment though rents have risen between 6.66 and 7.69 per cent compared to the 2014’s final rent index. Leases range between Dh70,000 and Dh80,000 pa.

Rents for one-bed apartments remain the lowest in International City and Dubai Investment Park. One beds in the two communities stand at Dh40,000 to Dh50,000 pa.

The highest increase in two-bed apartment has been recorded in Remraam, with the upper band of the index increasing of the index increasing by 25 per cent. Leases vary between Dh75,000 and Dh85,000 pa compared to Dh60,000 to Dh75,000 pa.

Lease rates of one and two-bedroom apartments in Jumeirah Lake Towers (JLT) and Palm Jumeirah have remained stable. Rents for one- and two-bed units remain at Dh130,000 to Dh160,000 pa and Dh180,000 to Dh230,000 pa, respectively.

Similarly, lease rates for one- and two-bed units in JLT stand at Dh80,000 to Dh100,000 pa and Dh120,000 to Dh150,000 pa, respectively.

Dubai Marina saw rents for studio and two-bed apartments increase as well. Rates for studio units rose by 9 to 11 per cent with leases varying between Dh70,000 and Dh80,000 pa, while rates for two beds vary between Dh140,000 and Dh190,000 pa, showing an increase of 11.76 per cent for the upper band.

In fact, the Dubai government has issued Decree No. 43 of 2013 concerning the percentages of maximum property rent increase that are to be allowed upon renewal of tenancy contracts. The rent increase slabs are as follows:

# No rent increase if the rent of the property unit is less than 10 per cent of the average rent of a similar property in the same residential area.

# If the rent value is between 11 and 20 per cent less than the average rent of a similar property, the maximum rent increase shall be equal to 5 per cent of the rent value.

# If the rental value of a unit is between 21 and 30 per cent less than the average rent of a similar unit, the maximum rent increase shall be equal to 10 per cent of the rental value.

# If the rental value of a property is between 31 and 40 per cent less than the average rental of a similar property, the maximum rent increase shall be equal to 15 per cent of the rental value.

# If the rental value of a property unit is less than 40 per cent or more of the average rent of a similar unit, the maximum rent increase applicable is of 20 per cent.

The average similar rental value of the property will be determined by the Real Estate Regulatory Agency's rent index, the decree states.

It is also expected that Rera will unveil a more detailed rent index this year which will take into consideration various factors such as views from the apartment and facilities in a tower, age of the building, etc. when revealing the average rent for the apartment.

Dubai planning new fee, restrictions on off-plan property sales

Move to further discourage speculative demand

Dubai is considering introducing new fees and restrictions to stop flipping of off-plan properties, the International Monetary Fund (IMF) has said.

“Imposing additional fees and restrictions on reselling off-plan properties, as currently under consideration, would further discourage speculative demand,” the IMF said in a new report.

“The increase in Dubai’s real estate registration fee from 2 to 4 per cent last October, along with regulatory measures to assure orderly market conditions for new real estate development, was a welcome step,” it added.

International experience shows that countries faced with real estate booms often repeatedly raised real estate fees and differentiated them by criteria such as the buyer’s residency, use of the property for occupancy or investment, or the time elapsed before reselling, with rates reaching up to around 30 per cent for selected types of properties resold within a year (Singapore).

Although it is not known on what measures the Dubai Land Department (DLD) is planning to introduce, market participant say the introduction of a slab-wise registration fee is likely.

DLD, however, did not respond to queries from Emirates 24|7.

“The plan to introduce new measures/fees on a sliding scale is a good move. This is what the market needs as we see speculative activity,” Craig Plumb, Head of Research, JLL Mena, told Emirates 24|7.

“Property prices are going up, driven mostly by speculators in off-plan projects.

“We need more regulations to discourage speculators,” he added.

Although Parvees Gafur, Chief Executive Officer, PropSquare Real Estate, said the new fee would be good for the market in long term, he believed that the market was no longer driven by speculators but by the end-users.

UAE developers have imposed self-restrictions with major developers such as Emaar Properties, Aldar Properties and Nakheel not allowing an investor to sell a property unless they have paid 40 to 50 per cent of the property value.

Earlier this month, the UAE Central Bank said that low residential rental yields in Dubai and Abu Dhabi possibly indicate growing imbalances and overheating in the real estate sector.

“Current average rental yields in Dubai and Abu Dhabi are approximately 70 and 130 basis points below historical averages, which could indicate growing imbalances - overheating real estate market,” the Central Bank said in its financial stability report 2013.

Global Property Guide, a UK-based research house, said on Sunday that Dubai has topped the list of house price survey for the fifth consecutive quarter with house prices rising 31.57 per cent during the year to Q1 2014 and 9.58 per cent in the first quarter alone.

Exclusive: The list of cancelled property projects in Dubai by RERA

Last date of submitting applications is August 31: Dubai Courts

Dubai Courts has put out a list of developers and their cancelled projects.



To date, Dubai’s Real Estate Regulatory Agency (Rera) has never officially published the list of cancelled projects.

Eighteen developers have been listed on the court's website with the total number of cancelled projects being 36. No date of when the information was uploaded has been mentioned on the website.

Dubai Courts, on its website, states the committee will resume the first stage of its agenda in the above-mentioned list of cancelled projects.

The last date for submitting the manual or electronic applications by investors is August 31, 2014.

Investors can register manually by paying a visit to Dubai Courts in the evenings from 2.30 pm to 7.30 pm on the main building 'central services hall on the first floor' or electronically by clicking on the name of the project and then filling in the required data, the Courts states.

"The committee for the liquidation of cancelled real estate projects in the Emirate of Dubai and settlement of rights related thereof, specializes in liquidation of real estate projects, by which a final decision of cancellation has been issued by Rera, whereas the judgments, orders and decisions issued by the committee shall be final, peremptory and unappealable by all means of a regular appeal, and shall be executed by the implement Department Dubai Courts," Dubai Courts said.

In July 2013, the Dubai issued Decree No. (21) of 2013 setting up a special legal committee for the liquidation of cancelled property projects and the settlement of rights disputes related to such projects.

Rera officials have previously declined to release the list of cancelled projects, stating investors are sent emails of the cancellations, real estate experts have called for release of the information on cancelled projects.

Rera data reveals 187 projects have been completed since the beginning of 2009; 253 projects are on hold; 232 projects are likely to be completed in due course.

In the past 18 months, Emaar Properties, Dubai’s largest developer, has launched series of projects The Address The Blvd, The Address Residence Fountain Views and Burj Vista in Downtown Dubai.

Damac Properties, a private developer, is the only other developer to have launched projects in the 500-acre master community, which has a development value of $20 billion.

Currently, off-plan properties in Emaar projects are selling between Dh2,400 and Dh3,500 per square foot in the secondary market. Prices, however, vary with the view and floor of the tower.

“We are not putting any clauses to ban speculators. People can buy and sell,” Beg added.

Emaar has already banned local real estate from selling any off plan property, bought in their own name, till completion. Investors have to make 40 per cent payment to sell in the secondary market.

The tower is located next to Emaar’s Southridge cluster and is being built by Triplanet Range Investments Ltd, which is a joint venture between Triplanet International and Range Investments. It will house nearly 200 furnished apartments.

Knight Frank’s Prime Global Forecast report has revealed that Dubai will top of the list of global cities that will witness double-digit price growth in 2014. It expects 10 to 15 per cent increase in prices.

The developer has already launched seven projects in Dubai Sports City of which five have been delivered and two in handover stage.

Tenants in Dubai can appoint agents to find them a house


It's not that only landlords in Dubai can appoint leasing/rental agents, renters in Dubai too have the option.
The Dubai Land Department (DLD) website states a renter can appoint a preferred agent by signing a standard form (D2) and should appoint maximum of three agencies.
It is rarely heard that prospective tenants appoint agents to help them find a house. Mostly people call the agents after screening their adverts to schedule an appointment and visit to the listed property. Although it is a time consuming work for the tenant, appointing a leasing agent puts the onus of finding the right house, within the defined needs, of the client.
Real estate agents say they rarely get individuals signing up with them as exclusive agents aiding them to find a rental property, it is mostly the corporates that do so.
In Dubai, the renter pays five per cent of the annual rent amount as a service fee or commission to the agent. This is payable only upon signing a rental contract agreement.
D1 form for landlords
Landlords also need to sign a standard form (D1) to appoint an agent to look after their property and find a suitable tenant. This service is negotiable and flexible, according to DLD.
“If using a registered agent/broker, ensure you have appointed them on the approved form (D1) and ensure the agent knows the market, likely rent return for the area, and the agency has a tenant ‘pre-screening’ procedure in place.”
DLD also informs landlords to make sure to inform their communication updates and consultation with each other on the form.

“If the agent does not do what they agreed to do, terminate them and find another agent,” it recommends.

Revealed: Dubai top 20 locations to rent or buy a property in 2013


Dubai Marina continues to be the outright favourite location in Dubai for buyers and tenants, but Dubai Sports City is fast growing in popularity, according to the latest statistics.
UAE property portal Propertyfinder.ae released its latest quarterly report on the most popular locations for users to search to buy or rent, with Dubai Marina once again the outright favourite.
A review of nearly two million visitors found 18.67 percent were searching for Dubai Marina units to buy, while 18.41 percent of those looking to rent were searching here too.
